The School Bell Rings This Week. Is Your Security Ready?


Not “ready” as in the master schedule is built and the buses are routed. Ready as in:


If something goes sideways at 9:40 a.m. on Thursday, does the building do what you think it does?

Because here is how the last few days of summer usually goes. You are at the kitchen table with a legal pad, and somewhere between the second cup of coffee and the teacher, admin, and district emails you have not answered yet, the questions start stacking up:


  • Did anybody actually badge in at every exterior door since we changed the locks, or did we just assume the cards still work?

  • Are the access control schedules flipped back to school-year mode, or is the building still running on the summer calendar that unlocks the gym at 6 a.m. and nothing else?

  • Who still has an active credential who should not — the summer camp coordinator, the June contractor, the aide who resigned in July?

  • Do the vape sensors in the bathrooms work, and just as important, does the alert go to a phone somebody is actually holding during passing period?

  • When was the last time somebody stood in the office and paged the auxiliary gym to confirm the speaker out there is not dead?

  • Are we recording on every camera, or are three of them showing a live picture while quietly writing nothing to disk?

  • Does the front office know the visitor procedure, or does it know last year’s visitor procedure?

  • Is there a propped door somebody has been using all summer that nobody has thought about since June?

  • Are the drills on the calendar with dates, and does the paperwork for them have a deadline I already missed?

  • Does the stadium (which opens before the classrooms do) have working cameras, a locked press box, and a radio that reaches the parking lot?

  • And if the fire marshal walks in Tuesday, does every classroom door still latch and unlock the way code says it has to?

1. The Two-Hour Walkthrough: Do This One First


This is the post to open if you only open one. It is a six-step walkthrough meant to be done at least two weeks before the first day with your IT director, maintenance lead, and security coordinator in the same hallway at the same time.


The six steps, compressed:


  1. Reactivate and audit credentials. Every badge, fob, and mobile credential you suspended in May. Catch the staff who resigned or transferred over summer. Kill the summer-only credentials for contractors, temps, and coaches. Reset door schedules to school-year hours, then physically test at least three doors to confirm the software agrees with the hardware.


  1. Verify every security camera is online, recording, and pointed at the right thing. Reverse the summer shifts toward construction zones, loading docks, and bus lots. Restore arrival and dismissal coverage at entrances. Check for blind spots that landscaping or a new portable created while you were gone.


  1. Test PA, intercom, and notification end to end. Every classroom, hallway, and outdoor speaker. Every intercom station. The front-vestibule button. A lockdown sequence and a fire-drill sequence. If you run InformaCast or HyperSpike, populate the fall groups and archive the summer ones.


  1. Confirm fire and life safety is documented, not just done. Panel inspection, detectors, pull stations, sprinkler verification, emergency lighting, and the report on file. Any trouble condition found over the summer needs to be resolved, not noted. On Honeywell and Mircom panels, make sure the monitoring company has fall staff contacts, not the skeleton crew’s cell numbers.


  1. Lock down cybersecurity before the traffic load returns. Credential rotation, firmware patching, VLAN verification, MFA. Security devices segmented from student and staff devices. Remote access to cameras, access-control dashboards, and fire panels limited to people you can name.


  1. Review compliance documentation before the deadline. Covered in section 3 below.


The line worth remembering: if you did the summer work, do not skip the verification. Installed is not the same as working.


The gap this post closes is the two-week window between the last contractor leaving and the first student arriving. That window is where “we replaced that panel in June” turns into “nobody ever tested it.”


 

2. The One You Print and Keep Handy All Year


The walkthrough tells you what to verify. This one gives you the boxes to tick, organized by system, with troubleshooting tips attached so whoever is holding the clipboard can fix the small stuff without calling anybody.


Seven sections, each with its own goal statement:


  1. Access control: permissions by role, former-employee removal, new credential testing, lock/unlock timing, reader response, latch function, failed-access logs, remote lock/unlock confirmation. Tip: sync the system clock to the new bell schedule.


  1. Visitor management: ID scanning, badge printing, sign-in alerts, and an actual flagged-guest test scenario. Tip: confirm internet connectivity, because real-time screening does not work offline.


  1. Video Surveillance Cameras: clean lenses, focus, night vision, storage capacity, motion alerts, blind-spot map, and a review of the last 24 hours of footage on multiple cameras.


  1. PA and intercom: every classroom, hallway, and outdoor area; front office, administration, and gym stations; two-way where needed; and a test from backup power.


  1. Smart sensors: vape and smoke detection in bathrooms and locker rooms, tamper checks, air-quality thresholds, and a review of the past 30 days of alerts.


  1. Fire alarm system: detectors, pull stations, sounders, strobes, panel trouble codes, proper reset, and the annual inspection scheduled if it has not happened.


  1. Full integration test: access control responding to a lockdown trigger, cameras waking on alarm, notifications firing by email, text, and app, one complete mock drill, and alert routing verified all the way to the SRO and district office.


A school administrator running drills and managing equipment alone is not a security program.

In this post GenX Security Solutions recommends running it two to four weeks out. But, if you are reading this the week or even a day or two before school starts, run it anyway and note what you could not get to. A dated list of five open items is a defensible document. A vague memory is not.

3. The Paperwork Clock: Three States, Three Different Regimes


This is the reference post, and the one most likely to save an administrator a bad conversation in October. The short version, by state:


South Carolina School Security Compliance


Six documented drills a year - two fire, two intruder, two severe weather, one of each per semester - under S.C. Code Ann. §§ 59-63-910 and 59-63-920. The SCDE Model Safe Schools Checklist lands by September 30, covering grounds assessment, visitor procedures, and emergency communication under S.C. Regs. 43-166. Every middle, junior high, and high school needs a hand-held metal detector under S.C. Code Ann. § 59-66-30. Security door hardware and vestibules need Office of School Facilities sign-off before installation. SAFE K-12 Phase 2 cybersecurity requirements are live for 2026/2027 under S.C. Code § 59-1-490(G). And the notice of completion is due before September 1.


North Carolina School Security Compliance


Multidisciplinary threat assessment teams with written threat-level scales under N.C.G.S. § 115C-105.65. Schematic diagrams plus main-entrance keys or Knox box access in local law enforcement’s hands under N.C.G.S. § 115C-105.53 — updated whenever locks or access-control devices change. One annual tabletop exercise and lockdown drill, reported to the Center for Safer Schools, under N.C.G.S. § 115C-105.49A. An anonymous tip line at every public secondary school under N.C.G.S. § 115C-105.51.


In North Carolina, a school re-key is a legal event. If you cut over an access-control system, re-keyed a wing, or migrated credentials this summer, the statutory update duty is already running. One warning worth repeating: North Carolina moved several school-safety statutes from Chapter 115C into Chapter 143B in 2024 and 2025. A lot of district policy manuals still cite dead sections. If your binder has not been touched since 2023, the citations in it may not exist anymore.


Georgia School Security Compliance


HB 268 took effect July 1, 2026: mobile panic alert systems, detailed school mapping data for first responders, anonymous reporting, and behavioral threat assessment teams. O.C.G.A. § 20-2-1185 requires safety plans submitted to GEMA/HS and annual intruder drills reported to GEMA/HS.


Door Hardware Compliance (all three states)


Egress doors open from the egress side without a key (IBC § 1010.2), unlatch in no more than one motion (IBC § 1010.2.1), with operating hardware between 34 and 48 inches above the floor (IBC § 1010.2.3 and ADA Standards § 404.2.7). NFPA 101 classroom-security criteria use the same height band and require the door to be unlockable from the corridor side. Aftermarket barricade devices, wedges, and chains do not comply — and a rubber doorstop shoved under a gym door on a 94-degree August afternoon when the AC is out will undo a six-figure access-control system in about four seconds.


School Security Funding (if you are still chasing it...)


The federal COPS School Violence Prevention Program runs up to $500,000 with a 25 percent cash match, plus microgrants up to $100,000 with the match waived.


  • South Carolina distributes up to $20 million in School Safety Priority Funds through SCDE with a September 1 application deadline.

  • North Carolina’s Center for Safer Schools administers a $30 million School Safety Grants Program for FY2026-27 with no match required. Check the current window before you rely on any date here — grant calendars move.


 

4. Checking What You Turned Off in May


This post was written for the last weeks of the school year, which makes it the most useful diagnostic tool you have right now. Read it backwards. Everything it told you to switch off in May is something you have to switch back on this week.


What it asked you to do in May:


Suspend, don’t delete credentials for anyone not on campus over summer, so they can be reactivated in August. If you deleted, you are rebuilding.


Issue time-limited, zone-restricted credentials to summer staff, custodians, coaches, vendors, and contractors. Those all need to expire now.


Reduce entrances to the minimum... a six-building campus may have run all summer on one or two active doors. Those schedules are still in force until somebody changes them in software.


Rewrite the door schedule in software, not just the deadbolts. A door that unlocked at 7:00 a.m. during the school year will keep doing that unless the schedule changed.


Rewrite the notification tree for summer staffing, then rewrite it again for fall. If your “summer operations” group is still the active group, your alerts are going to camp directors.


Refocus cameras on construction staging, equipment yards, rooftop access, loading docks, stadium gates, portables, bus lots, and low-traffic side doors...and tighten motion detection, because motion at 11:00 p.m. in a closed wing means something in July and nothing in October.


In this post we also created a role-based responsibility table for the principal, IT director, maintenance, and security/SRO showing who owns, executes, and verifies each task. If your summer went sideways because three people each assumed a fourth person had it, that table is the fix.


It also names the failure it calls the most common one: nobody verified that the surveillance cameras were actually recording.

 

5. What Summer Mode Was Supposed to Look Like


Part two of the summer playbook, and the honest audit of whether the last ten weeks were used well. Eight transitional changes: restricted-exceptions mode, visitor management staying live, security cameras refocused on summer risk zones, PA and paging zones reset for reduced staffing, annual system testing executed, cybersecurity hardened while the building was quiet, smart sensors installed in camera-limited spaces, and first-responder maps updated before the building changed.


Two items from this post that matter most in August:


The annual test may already be done, or it may have been skipped.

PASS recommends annual testing of communication, access control, video surveillance, and detection and alarm technologies, and identifies summer as the right window because the building is empty and disruption is minimal. South Carolina’s Model Safe School Checklist expects routine inspection of locks, visitor background-check systems, classroom and exterior and emergency lighting, the PA system, cameras, electrical systems, parking-area visibility, pick-up and drop-off areas, bus loading areas, accessible pathways, exit doors, and fire alarm and sprinkler systems. If that testing did not happen in June, it is now a fall project...and it is now documentation you do not have.


If construction moved a wall, your maps are wrong.

Add a wall, move a door, change a stairwell, relocate a utility shutoff, and the map in the fire department’s hands is fiction. South Carolina runs a statewide digital mapping initiative, North Carolina requires schematics shared with first responders under N.C.G.S. § 115C-105.53, and Georgia’s HB 268 requires detailed mapping data. Fixing this takes an email and a file. Not fixing it costs somebody thirty seconds in a stairwell.

The safest summer campus is the one where every open door has a reason and every active badge has a name.


The post also includes an eleven-item quick inspection list, ending with the item every administrator recognizes: listen for the dead speaker in the auxiliary gym that has been broken since February.

 

6. The Area of Campus That Opens Before the Classrooms Do


Nobody puts the stadium in the corner! For all the times the stadium has been overlooked on the back-to-school checklist, yet is usually the place that draws the excited crowds, the competition, the Friday night lights, and the school's pride and glory. The last few weeks of summer practices are already running. In fact, the first home game is closer than the first report card.


Structured cabling infrastructure is the nervous system of a venue where surveillance cameras, access control, Wi-Fi, and your audio-visual tech all ride on how well the cabling is done, and undersized cabling limits every one of them. For scale, Mercedes-Benz Stadium in Atlanta took nearly 4,000 miles of fiber, 90 miles of audio cabling, and almost 2,000 wireless access points.


For a high school athletic complex, the recommendation is deliberately modest: one or two fiber lines from the school’s main network to the press box or concession stand, Cat6A out to security cameras, electronic locks, and access points around gates and bleachers. A three-camera setup at entrances and parking areas plus electronic locks on the press box delivers real safety benefit at a scale a booster club can fund.




Four planning rules that apply whether you are building or patching:


Plan early. New construction: draw pathways before concrete is poured. Retrofits: schedule in the off-season, which for a football stadium means winter, not August.


Respect the environment. Outdoor cable has to survive heat, rain, and UV. Indoor runs may need plenum-rated jacket for fire code compliance.


Design for growth. Extra conduit and spare fiber are cheap insurance. Pulling again later is not.


Integrate, don’t isolate. One coordinated cabling plan for surveillance cameras, access control, Wi-Fi, and audio-visual, not four separate projects that meet for the first time in a network closet.

7. The Rooms Cameras Do Not Belong In


Short post, single idea, and it resolves the objection that stops most bathroom conversations before they start.


The layered answer: sensors inside, cameras outside.


Vape detectors in bathrooms and locker rooms pick up the chemicals and particles e-cigarettes and vape pens emit. Surveillance cameras stay in the corridor, capturing who entered and exited, never inside the room. When a sensor fires, it pushes a real-time alert to an administrator or security staff, and the corresponding corridor footage supplies the visual confirmation that makes a disciplinary action stick.


Two effects that compound over a semester:


Deterrence. Students who know detection is live and consequences follow change behavior without anyone being caught.


Pattern data. Alert history over weeks shows you trends and hotspots (which bathroom, which period) so you can put an adult in a hallway at 10:40 instead of guessing.


If you are installing this fall, note from the summer post that sensor deployment usually needs network drops, ceiling or wall mounting, dashboard configuration, alert-threshold tuning, and staff training. That is a scheduled project, not a Saturday.

 

8. After Labor Day: The Standard Behind the Checklist


This is the post to read after Labor Day, when the panic has passed and you are writing a real plan. A school administrator running drills and managing equipment alone is not a security program.


Your expertise is education, not security technology.

The team, per PASS: security director, local law enforcement, school administrator, integrator, door and hardware consultant, IT director. The integrator stays on the team after the install, not just through the punch list.


The risk analysis: campus incident records going back at least 36 months, local law-enforcement crime data for the neighborhood and city, a hard look at hiring standards and background-check practice, an anonymous tip channel for students and staff and parents, and social-media monitoring.


The five layers, outside in: district wide area, property perimeter, parking lot perimeter, building perimeter, classroom perimeter. Each layer gets analyzed through seven components: policies and procedures, people and training, architecture, communication, access control, video surveillance, and intrusion detection with linked alarms. The point of the model is that if one layer is compromised, the others still deter, detect, and delay. A plan that only describes what students and teachers do after the alarm sounds has skipped the first three layers entirely.


The compliance post adds the current version: PASS Guidelines, 7th Edition, which added a Digital Infrastructure layer in 2025, and a tier structure where Tier 1 is the baseline every campus should reach and Tier 4 needs multi-year district funding. Most campuses never need Tier 4.


If you’ve seen one school, you’ve seen one school. (That line is why a vendor who quotes your campus off a floor plan and a phone call is guessing.)

 

9. The Conversation to Have Before Somebody Pitches You Facial Recognition


This post stands the test of time because the questions it documents are the same ones a board will ask you in a public meeting.


The case study is Lockport, New York featuring the $1.4 million Aegis system, funded by a state technology bond, that matching faces against a database of expelled students, sex offenders, and known threats, with weapon detection included. Officials said it could have flagged the Parkland shooter as someone who could not be in the building.


The objections, documented in the same post: the NYCLU asked the state to block it and warned of a chilling effect on school climate. An attorney with the Electronic Frontier Foundation framed three questions worth writing into any policy before hardware arrives: who has access to the data, how is the system managed, and can students opt out. A February MIT and Stanford report found some facial-recognition programs performed worse on racial minorities and women.


The most honest statement came from the district’s own technology director: “There’s no system that’s going to solve every problem. It’s another tool.”
